Recently unofficial referendum on democratic reform through Internet in Hong Kong attracted eyeballs of the world. No matter what kind of result it may, this kind of vote will definitely change politic atmosphere in Hong Kong and its neighboring areas. This cyber vote in Hong Kong is not only an independent incident in the world, but it is also part of global trend of iVote movement from western world.
iVote is emerging from exit poll survey in western style of election campaign. Unlike exit poll through internet, iVote is a cyber-election or referendum on social issue officially, though it can be used unofficially by mass media for public survey or sentiment on certain kind of hot social disputes with clear scope.
In mature democratic societies, such as most states in North America and Western Europe, iVote held by trustful organization can reflect public sentiment on national or social matters in particular moment. Even so, the security and authentication mechanism must be raised to highest level in iVote process in order to have everyone’s opinion recorded precisely without error.
In some highly social divided countries, the social meaning of vote itself is highly political among different sectarians. In other words, there is no such social condition to hold an iVote event, because there are many factors affecting the fidelity of iVote, such as cyber division, lack of appropriate security mechanism and trustful auditing process, confidentiality for cyber vote, tradition influence by the elders within family, community and tribe…etc. Especially those distrustful biased result of unofficial iVote may cause more violence among different sectarians and make society unstable. Therefore, iVote may not be suitable in these countries.
Since iVote really impact social and political situation a lot in these states, some ambitious politic men or social movement advocators try to set up iVote website on certain highly disputed social issues outside state in order to irritate mob or large scale riot against authority.
How to monitor, restrict, collect more evidence, and even block such iVote on domestic matters from extra-terrestrial area is in the top priority list of national security mission in some states. “We fully understand the emerging demand from national security agencies in the world,” said Casper Chang, CEO of Decision Group “and we have enhanced our network forensic system with more surveillance capability on such iVote websites for national security demand.”
Current iVote websites around the world provide several much familiar functions: presenting the description on the topic, offering different options for voting, identifying voter’s qualification for voting (such as age, gender, physical identity, residence place, nationality…etc.), interviewing with shorter questionnaire. DG network forensic system will not only capture all voting transaction from voters, but it will also collect all voter background information through access network as well as information from websites.
All iVote data collected by DG network forensic system will be reconstructed into format style easy for further analysis. State government and intelligence agency can take immediate proper action based on the intercepted data report and data analysis from DG network forensic system to prevent situation from deterioration and out of control.
